To all our readers;
We are making extensive organizational, layout and coverage changes
and as soon as they are all in place you'll see a Net 286 Gazette with
many positive and exciting changes thus, offering more than simply
something for everyone. We'll be offering a well-rounded, highly
informative electronic publication with little or no amalgamation of
articles.
Concerning the coverage of "current events" in the Joplin BBS arena,
we feel the information we have relative to the backroom politics, the
Buchanan/NEC/HUB debacle, (most of which we have yet to reveal) and the
underground activities of Jim Collins and his "associates" (the threats,
vandalism & intimidation tactics) are not only newsworthy they're
educational and interesting reading. Besides, these things need to be
made known. I might add in more than one case these reports have
provided the users with the proper backgrounders to enable them to fully
understand certain ongoing events in the bbs scene.
In fact, watch for a story coming up soon about a certain Joplin
sysop who was fired from his job for "inappropriate" computer usage. This
story is sure to rattle some cages and make certain people even more
"anti-Net 286 Gazette".
Things are not going well in this net and that's the bottom line.
Net 286 Gazette will not be the "Pied Piper" nor will it embrace a
"Peter Pan" attitude of "everything is beautiful". Net 286 Gazette will
continue to "say it like it is".

MICROSOFT IS SAID TO BE PREPARING NEW VERSION OF DOS 6.0 - Sources
close to Microsoft Corp. are saying the software publisher is preparing to
release a new version of its DOS 6.0 operating system.
Reports are that the new release will be out this fall and includes
protective measures designed to prevent problems with DoubleSpace, the new
DOS's compression option. Microsoft has denied the alleged flaws.
PHILIPS OFFERS VIDEO ON DEMAND DECODER - Philips Consumer Electronics
has announced a compact digital set-top decoder for Video on Demand (VOD)
applications over telephone wire.
The designated Home Interactive Multimedia Terminal converts 1.5 Mbit/s
digital TV signals into NTSC or Pal analog signals for display on standard
television sets.
First applications are expected to be in Video Dial Tone (VDT) where
telephone companies are experimenting with delivering digital TV signals
into the home via existing twisted-pair telephone lines. Typically,
hundreds of movies will be stored on a telephone network server. The user
at home will view an on- screen catalog of the available movies and order
selections.
The control system receives signals from an infrared remote control and
relays them back into the communications network. This enables interactive
control of remote source material with VCR-like functions such as Play,
Stop, Pause, etc. It also allows data from the video server -- such as the
movie catalog -- to be displayed on the screen.
The highly integrated Home Interactive Multimedia Terminal combines
three systems in one compact unit; a standard T1 communications interface
system, an MPEG-1 decoder and a control system.
While viewing television, it's still possible to use the telephone line
for regular calls. Billing for telephone can also be separated from
billing for the TV services.
FEDS TO FUND CHIP RESEARCH - The U.S. Commerce Department has drafted a
plan to subsidize research on certain types of computer chips.
Sources say the plan is the clearest sign yet of the administration's
desire to help high-technology industries in the international marketplace
rather than through protectionist tariffs on imports.
An unnamed administration official said that while the U.S. reliance on
imports of the devices "doesn't present an immediate threat to national
security, improving the capabilies of the domestic industry is desirable
for both economic and national security."
The plan calls for the creation of a federally financed research center
for chip packages and more research spending on chip packaging materials.
It also calls for Defence Department advice to the domestic industry on
how to win more military contracts, and a working group of federal and
industry officials to review ways to increase efficiency.
The total cost of the effort has not been worked out.
OKIDATA UNVEILS PRINTER - Okidata has introduced the OL400e, its new
compact, full- featured LED/laser-class page printer.
With a suggested list price of $699, the 4-pages-per-minute OL400e is
designed for use specifically by individual PC users. The printer has a
footprint measuring only 1.25 square feet. The OL400e offers a 4 pages
per minute print speed and a 32-bit RISC processor running at 16MHz. Its
300 dots-per-inch resolution, coupled with a new microfine toner, is
designed to produce crisp output of text and graphics.
DCA READIES NEW MACINTOSH TO MAINFRAME PRODUCT - Digital Communica-
tions Associates (DCA) will begin shipping its new Macintosh connect-
ivity products in a few weeks. MacMainFrame 3270 and MacMainFrame 3270
Gateway are the first Avatar-inspired software products to be released
since DCA acquired Avatar Technologies Corp. last December.
MacMainframe 3270 will retail at $425 while the MacMainFrame Gateway
software will sell for $2495.
VIRGIN AIRLINES TO INSTALL INTERACTIVE SYSTEMS - Virgin Atlantic
Airlines has placed a $19 million order with Hughes Aircraft Co. for an
interactive in-seat entertainment and communications system.
The Hughes-Avicom system, which features high-resolution video
screens located in consoles or seatback on the aircraft, has been
installed in the first-class areas of Northwest Airlines, Swissair and
China Air, but the Virgin order represents the first time it will be in
every seat of a plane.
The system allows passengers to choose from services including on-
board duty free and mail-order shopping, Super Nintendo video games, 20
channels of stereo audio entertainment and 15 channels of movies and
other video entertainment such as music videos, sports, documentaries,
destination city information and flight information.
PC'S TESTED FOR SPACE TRAVEL - The effects of zero gravity on the
ability to use PCs in space are being determined through a collaborative
testing venture between PC World magazine's Test Center and the National
Aeronautic and Space Agency (NASA).
NASA will use the results of the specially-designed tests to evaluate
and recommend various PC models for future use in space.
Customized PC testing software, developed by PC World's Test Center
in San Francisco, will be used by NASA personnel at the Lyndon B.
Johnson Space Center in Houston, Texas to measure the ability of PC
users to use both internal and external pointing devices during zero-
gravity space flight. Tests are to be performed this week during three
zero-gravity simulated space flights on board NASA's specially-equipped
McDonnell Douglas KC-135 airplane, which NASA uses to test computer and
electronic equipment and products for space travel.
NASA and PC World Test Center personnel will analyze data as users on
board the KC-135 put an IBM Thinkpad Notebook with an internal pointing
device through its paces. Use of the Thinkpad with a Microsoft "clip-on
mouse" will also be studied.
"When astronauts conduct scientific research in space, it's essential
that the PCs they depend on are functional, easy-to-use, and problem-
free," says Greg Smith, director of the PC World Test Center. "Using
test software is the best way for NASA to ensure that products work best
under zero-gravity conditions."
The PC World/NASA collaboration came about after representatives from
the Lockheed Engineering and Science Company, a NASA contractor, read
about PC usability tests that the PC World Test Center had recently
performed on board a simulated airplane flight at the American Airlines
Test Center outside Dallas, Texas.

BOSNIAN SITUATION UPDATE: I just learned from a good nieghbor of
mine that the reason NATO didn't follow up with the bombing strategy
is that the SErbs moved women and children into their military areas
to use as human shields. So thats why not the follow up on the NATO
air strike strategy.
According to Lord Owens he believes the Serbs will go back
to the Geneva talks in the next several weeks,if he's really being
sincere and is seriously about getting the Muslims as well as
the Croats and Serbs just civil settlements-and thats waht has to be
for an real and lasting peace to be established-well maybe they will,
maybe the Serbs will agree to go back to the peace table once our
NATO ground forces successfully defeat Serba military hostilities.

Inflationary health care costs results in the necessity for tax
increases in order to provide Federal Health Care recipients with
civilly tolerable health care coverage.Thats an fact which the
Government and economic proffessionals discovered and have scientifically
provided the evidence to proove as a result of the
Grace Commission study requisitioned by President Reagon. It is
an proffessionally done study which provides management and government
with projections of the debt and deficit stats for the economy from
1985 to 1990 to 2000.The results of the study show that if public
health care costs are not controlled,and forced down they will
become the major cause of super inflation by 1995,and that health
care costs would become the major portion of the government's
budget,and taxes unbearably high to pay the costs.
To some few folk,whom hate government and gains,etc,that might
seem a pleasing result,not me,no way,and nobody I know.You?
I hope not. The study was made in 1982,thus far the problem has
yet progressed,though in lessening degrees,as predicted.Its not
intended as to be something to support or believe as destiny,its
meant as a report of the cause of inflation for government to solve.
President Clinton's health care bill is proof he and the Democrats
are serious,and are about putting to the end to the health care
cost part of the inflationary problem.And our Republicans are
slowly realizing he might be right,if their give up on their
thoughtless dislike of the Democrats wiser loyalty to God and
the people,and the New Deal and its uses to provide all with
guaranteed balances of power to material and educated civil
equalities.
I think Clinton's health care plan is going to be a success
to extents.I am not so sure I agree with the idea of enlarging
public health insurance beyond providing health insurance to those
who otherwise couldn't afford it. That part of the President's bill
seems to me ambigous spending as most whom can afford health care
insurance really don't need government health care insurance.
Some of the Rpublicans,I think,realize that,their prepairing
for a fight against that part of the bill I think.Thats why they
came up with an health care proposal of their own.Room for debate,thats
what it creates.However the parts of Clinton's plan which would
appoint a board of individuals given the job of regulating health
care costs,that I agree with,and the stipulation requiring employers
to pay more of the health care insurance costs I agree with,that to
-as well as health care cost regulation-are help make a tax
decrease more possible,and are help end the problems
of inflation. All of which President Clinton and the Democrats
probably are also agree with when its all said and done.

I think I already know the answer, but do you own a business with employees?
It would seem not from your above statement. Small business will not save money
by any means. Small business will be forced to purchase insurance for all there
employees thereby cost will skyrocket. here's an example in my business:
At present I have three people on my insurance.
Cost per month: $925
(One person is over $600 because of several dieseses).
Expected cost per month of all employess: $3700 - $5400
As you can see thats a big difference. I have three to recover these costs.
1.) Lay off 2 - 4 people ( The oldest and sickest )
2.) Cut everyone back to minimum wage and lay off 1 person.
3.) Liquidate my assets and invest the money in the market etc. putting all 15
out of work.
Believe it or not these are my only chances to recover such an unfair law. Oh
yes, I could also raise my prices 25%!
Clinton is an idiot without a clue of how to work in a free market economy.

This statement is true, but extremely self supporting. In itself, it is akin to
me saying that since the price of milk has all but tripled over the past ten
years, and my wages have increased by only one third, that in order for the
government to assist me, tax increases must be made to support the expense.
This is as insidious as the health care plan solely for that line of irrational
reasoning.
Let's take Mike's example. As he stated, if the health care plan is approved,
he will be faced with one or a combination of four choices.
1) To lay off a few employees. This is one business. Now if you multiply that
times the number of similar small businesses, the inevitible result will be
increased unemployment which will not directly add to the national deficit, but
will have a definite affect on state and local budgets.
2) To decrease the salaries of his employees. Once again, if you multiply this
times the number of small businesses, what will happen is many of these people
will no longer be able to live as they are accustomed. This could most likely
result in these people losing their homes, cars, and other basic necessities,
and I would think that at that point, federal assistance to fix a sprained ankle
will be the least of their worries. If you really think about it, this type of
situation could ultimately lead to an increase in the number of people on
welfare, which would only add to the federal tax burden.
3) To liquidate and close down. This not only would be extremely detrimental to
the local governments, but could ultimately affect the federal government as
well because both of the above references would apply.
4) To increase his retail prices 25%. Here is the main crux of government
intervention in any free market society. If profits are taken from the
employer, most likely he will be forced to pass that on to his customers in
order to keep his employees, maintain his business, and to provide a large
enough profit margin to guarantee growth. What this results in is the
consumer's dollar buying less. While they no longer have to worry about health
care costs, I seriously doubt that would outweigh the added costs over an annual
period to purchase food, clothing, etc.
The only true solution to the national healthcare dilemna is to use the system
for what is was designed for. As Kent (I believe) said, if there were enough
health care facilities that offered reasonable rates, you would see an almost
immediate reduction in costs. Take a look at Joplin. All three hospitals have
expanded their facilities within the past three years alone. Construction costs
alone were in excess of $200 million. That amounts to almost $70 million per
year for three businesses alone. While the additions were most likely a
necessity of sorts, I seriously doubt that they could actually account for the
actual medical benefits attained from anything over 45% of the amount the spent
in construction because most of it was cosmetic.
Another thing that could be done is to make laws that would restrict the amounts
awarded in malpractice suits. It is common knowledge and almost an everyday
joke to some that if something goes wrong, they'll sue. While there is indeed
instances where malpractice suits are warranted, it is not, in my opinion,
justifiable to award a single person in excess of $20 million in damages. If
you want regulation, regulate malpractice settlements.

Good grief!! Social costs are ALREADY the majority of the Federal Budget!
I saw Donna Shalala (sic) introduced as "the person in control of the
of the fourth largest budget IN THE WORLD(!) (empahsis mine) exceeded
only by the federal budgets of the US, Germany, and [someone else]."
But that's not MY point. What you are not comprehending is the fact that
health care costs will come down when companies decide to lower them.
Companies will decide to lower them when there is a good reason. That
reason is NOT government regulation. The reason(s) is/are MARKET FORCES.
If you do not understand the laws of supply and demand, you cannot
comprehend this reason!
You are claiming to be the "Entrepeneur BBS". A true entrepreneur wants
ZERO government regulations, unless they are ones that ensure a small
business has the opportunity to compete fairly in the market, and not
be squeezed out by bigger businesses.
Suppose YOU own a business making a decent profit when the government
decides to step in a limit your profit. What will you do? If you just
set there and say, "Duh, okay. The Feds say I was making too much money
so I guess I'll just make less now", then you're a loser. (mind you, I
don't mean you personally). I'll tell you what I'd do...I'd say, "Screw
that! I'm used to making a certain return on my money, and if I can't
make it in this business, I'll find one that I can! Shop closed!"
I could go on and on lecturing on how the free market system and
capitalism kicks the butt of any other economic system, particularly
the idealistic, socialist-in-nature, utopian fairy tale being imminated
from inside the beltway, but until someone actually studies economics,
or better yet, actually tries to run a small business, it's like
"pearls before swine".

of 25,000? Those who bust their heinies and only make 18,000 have no

You will find that the medical industry knows they have a captive audience and
charge accordingly. They have a HUGE demand that is in the area of Life and
Death. When a customer has a choice between paying 3000% over cost and dying
guess which wins out. It is not the same thing as looking for a SALE on a VCR.
To even THINK to classify Medical Care as being similar to a CONSUMER MARKET
ITEM is very naive and ignorant of both markets.
Medical Care in this country is more like a Monopoly controlled by Price Fixing
institutions. We have laws against this for other companies so why not extend
it to the Health Care arena.
If all of the Electronics Manufacturers decided to charge $5000 for a $300 VCR
and you couldn't BUY it at ANY electronics store for less than $5000 what would
you call that? Basically the same thing that is going on in the Health Care
industry except the government would have stepped in to break up the price of
that $5000 VCR.
When it is cheaper to rent a Hotel Room and have Nurses and equipment on hand
during recovery than it is to STAY IN THE HOSPITAL then something is deperately
wrong. Yep, I like paying those $300 a night room fees for a semi-private (read
that as we fit as many in there as we have room) room in the hospital on top of
the other daily charges. NOT!

TO DELIVER THE
IMPLEMENTATION OF APPLE'S OPENDOC TECHNOLOGY ON WINDOWS
Open Technology Will Simplify the Sharing of Complex Documents in
Multivendor Environments
WordPerfect Corporation and Novell Inc. announced plans to deliver
the implementation of Apple Computer Inc.'s OpenDoc technology for the
Microsoft Windows platform in the second calendar quarter of 1994.
OpenDoc, the technology that Apple recently discussed at its Worldwide
Developers Conference, is an open software architecture that lets users
create compound documents---documents that include information and media
from many different applications. It lets developers write applications
that can handle different kinds of information, yet are simpler to create
and use. OpenDoc will interoperate with similar systems, such as
Microsoft's OLE 2.0. With OpenDoc, a text paragraph becomes a software
component that is usable wherever text is needed. Users can combine
components from a range of applications into custom solutions.
OpenDoc source code will be available to vendors who want to implement
the architecture in their applications. OpenDoc provides WordPerfect
Corporation and Novell Inc. with a controlling voice in the direction of
this multi-platform document architecture for Windows. This technology
provides "live" documents, which means the integration across multiple
platforms is seamless and the services provided are unlimited.
"We have always been committed to developing cross-platform
applications for our customers, and we have always had the need to develop
our software so that it can operate effectively under multiple system
architectures," said Alan Ashton, president of WordPerfect Corporation.
"We applaud Apple's efforts to provide in OpenDoc an open architecture
that supports compound documents and collaboration across platforms, and we
look forward to working with Novell to develop the Windows implementation."
John Edwards, executive vice president of Novell's Desktop Systems
Group said OpenDoc addresses many of the problems Novell customers have
experienced in working with compound documents. "This new architecture will
enable developers to provide end users with more powerful document creation
and manipulation capabilities."
Edwards continued, "We have committed to supporting OpenDoc in future
Novell products, and it is a key building block in our AppWare development
strategy." The AppWare blueprint, announced yesterday at PC Expo, is
Novell's comprehensive, multi-layer, cross-platform development platform."
"This announcement by WordPerfect and Novell represents a significant
step forward in providing unparalleled flexibility and ease of use on the
Windows platform," said David Nagel, senior vice president and general
manager of the Macintosh Software Architecture Division and Advance
Technology Group at Apple Computer. "OpenDoc technology will bring
integration and interoperability to customers and developers on multiple
platforms, ensuring a rich and streamlined computing environment."
Most applications include text-editing capabilities. With OpenDoc,
users can work in a more unified environment by taking their preferred text
editor and using those editing tools to work with any type of data. This
method of editing any type of content within a single document provides
users with upgrade options to other text editors that meet their specific
needs. Users can add and edit any kind of media in a document with nothing
more complex than cut-and-paste or drag-and-drop actions.
OpenDoc will allow developers to break existing applications into
independent components that can be combined in a variety of ways. OpenDoc
will provide faster development since components can be assembled into
plug-and-play bundles focused on specific markets. Software developers can
upgrade products more quickly by revising individual components rather than
rewriting an entire application.
"Borland endorses this new technology as another means of bringing
power, flexibility and ease of use to our customers," said Phillippe Kahn,
Founder and CEO of Borland. "Our focus on object technology is a natural
fit for OpenDoc plug-and-play solutions. We're pleased to see new models
of desktop computing emerging that will reduce the complexity of computing
and bring new levels of power to PC users and grow the market." Developers
for the Apple Macintosh and Windows platforms can begin coding for OpenDoc
later this year. Implementation of OpenDoc on additional platforms is

A local dealer's trouble with the law is far from over. According to
our SuperSnoop, this dealer is now the main suspect in a "computer
fencing ring". Allegedly this dealer acts as a fence for stolen
computer goods and re-sells them as "floor demos" in his store. Once
the FBI investigation is completed there should be enough evidence to
prosecute this case at the FEDERAL level.
